Why was the "Inventory & Services" option unavailable, and where is it now?

“Inventory & Services” is now available to every organizer: it is on the third step of the game form, Checkout, in the “For players” section, both when you create and when you edit a game. It no longer depends on partnership. Earlier versions locked it for non-partner organizers with the note “Unfortunately, this option is not available to you”, which is why it could seem to appear and disappear. It does not depend on the game’s status.
