Can I let a player join but force them to pay online instead of cash?

Yes, instead of a full ban you can apply an Online payment only restriction to a player. Open the player’s profile, choose the ban/restriction action, and pick Restriction type → Online payment only. The player can still join your games, but cash (“Pay host directly”) is disabled for them, they must pay online (card, wallet, or other online method). This is useful for players who repeatedly no-show or fail to pay cash, without blocking them entirely. A Full ban (the other option) stops the player from joining your games at all for a chosen duration. Online-payment-only does not require a reason or duration the way a full ban does.
